What’s New in Agent 365 licensing

May 1 GA introduced several important updates that strengthen the Agent 365 value proposition. This includes expanding Agent 365 PUPM (Per User Per Month) licensing to all agent access models with availability by agent type:

Agents with delegated access (where user is licensed), where access is delegated from user to agent. The agent works on behalf of a human (also known as OBO – on behalf of)
Agents with their own access (where sponsor or manager is licensed) are as available as follows:

Agents that operate behind the scenes, e.g., triaging support tickets) (GA).
Agents that participate in team workflows, e.g., review action items from team meetings and follow up with team members (Preview).

Entra Network Controls for agents: Agent 365 extends Microsoft Entra network controls to Copilot Studio agents and agents running on endpoint devices, including local agents. ‌(GA)
Shadow AI detection and controls (local agents): With Microsoft Defender and Intune, organizations will be able to discover and manage local AI agents running on Windows devices, starting with Openclaw agents and expanding soon to other widely used agents like GitHub Copilot CLI and Claude Code. (Public Preview)
Registry sync capability to gain visibility and limited controls for cloud agents: The public preview of registry sync with AWS Bedrock and Google Cloud connections enables IT teams to automatically discover inventory, and centrally govern (where supported by cloud provider) agents built on these platforms in the Agent 365 registry alongside Microsoft and ecosystem partner agents.
